REGULATORY GOVERNANCE IN DEVELOPING COUNTRIES (2010)

Scott Jacobs co-authors major IFC Report with Peter Ladegaard of the IFC. This report introduces key components of the evolving regulatory governance agenda, and discusses its relevance to developing countries in promoting sustainable growth and private sector development. The paper identifies failings and knowledge gaps in the implementation of regulatory gover nance initiatives, and discusses how lessons learned can guide reformers and donor organizations to promote sustainable growth and private sector development through better and more efficient regulation

LESSONS FOR REFORMERS: HOW TO LAUNCH, IMPLEMENT AND SUSTAIN REGULATORY REFORM (2009)

Scott Jacobs was lead author (June 2009) of this influential report for the IFC/World Bank, Washington. This report focuses on core aspects of the political economy of reform, drawing on case studies of three economies transitioning to stronger business environments (Hungary, the Republic of Korea, and Mexico) and three countries with well-developed business environments (Australia, Italy, and the United Kingdom). The purpose is first, to identify drivers of reform among successfully reforming countries; second, to explore how a reform strategy can make optimal use of the opportunities provided by the drivers of change; and third; to suggest how these lessons can be proactively used by other reformers to design and guide reforms.

Lessons for Reformers: How to Launch, Implement and Sustain Regulatory Reform was based on case studies prepared by experts that examined the dynamics of broad, ambitious programs of regulatory reform. The case studies can be downloaded below:

This interview of Scott Jacobs by Martine Perbet, French official on detachment to the Government of Quebec, addresses the current trends, positive and negative, in regulatory practices worldwide. It was published in Quebec’s Prospective journal in November 2007 (in French).

REGULATORY REFORM STRATEGIES: CONVERGING WITH EUROPE'S BEST REGULATORY ENVIRONMENTS (2007)

This paper by Scott Jacobs shows how European countries can achieve -- in a progressive, careful, and rapid manner -- a low-cost, low-risk regulatory system that supports competitiveness and effectively protects public interests. Mr. Jacobs delivered this paper at the conference, “Business Environment Reform in South East Europe: Progress and Challenges,” sponsored by the Government of Croatia, FIAS, IFC/World Bank, and UNDP on 25-26 September 2007 in Zagreb.

HOW BROAD-BASED REFORMS SUCCEED IN CHANGING THE BUSINESS ENVIRONMENT: THE STRATEGIC USE OF DRIVERS OF CHANGE (2006)

Scott Jacobs delivered his paper, “How Broad-based Reforms Succeed in Changing the Business Environment: The Strategic Use of Drivers of Change” at the Asia Consultative Donor Conference in Bangkok, 28 November – 1 December 2006. In this paper. Mr. Jacobs draws on case studies of broad reforms in three countries to show how reformers can use a changing mix of drivers through an unfolding sequence of events, like a series of dancers in a waltz, to sustain and expand business environment reforms.

SUPPORTING CANADIAN, MEXICAN, AND AMERICAN REGULATORY COOPERATION (2006)

Jefferson Hill, Director, was asked by the Office of Management and Budget to comment on the 2006 Draft Report to Congress on the Costs and Benefits of Federal Regulation. In his comments, Mr. Hill stresses the need for more support from OMB for regulatory cooperation within the trilateral Security and Prosperity Partnership of Canada, Mexico, and America.

REGULATORY REFORM AND BUSINESS ENVIRONMENTS IN SOUTH ASIA; A CALL TO ACTION (2005)

This summary of a report prepared by Scott Jacobs was prepared for the FIAS/SEDF/DFID Regulatory Reform Roundtable, 13-14 June 2005 in Dhaka. It identifies systemic, widespread regulatory failures across the region, and calls for more comprehensive and systemic reforms to improve the environment for business.

RULES AND RED TAPE: COPING WITH OVER-REGULATION (2004)

Scott Jacobs gave this presentation at the 37th International General Meeting of the Pacific Basin Economic Council, ”Driving Change: A New Role For Business in the Asia-Pacific,” on 28 June 2004 in Beijing. The presentation discusses the four dangerous regulatory myths that undermine regulatory reform programs.

REGULATORY MANAGEMENT AND ADMINISTRATIVE SIMPLIFICATION IN BELGIUM AND FLANDERS (2004)

Cesar Cordova-Novion and Scott Jacobs prepared this report for the governments of Belgium and Flanders. The paper assesses the efforts of the Federal government to fight against trends of declining relative quality by simplifying regulation and administrative procedures. It analyses Flanders' attempts to build capacities for regulatory quality. A key aspect of good economic governance -- public management across levels of governments -- is discussed. The paper recommends further steps for both Belgium and Flanders.
