| Ireland - Administrative Burden Training |

| EU Standard Cost Model Project |
Jacobs, Cordova & Associates took part in one of the largest European-wide management consultancy projects. The aim was to reduce the administrative burdens of the most significant EU regulations by 25%. A consortium of consulting companies conducted Standard Cost Model (SCM) measurements of the regulations, identified simplification proposals that will lead to a reduction in the administrative costs by 25%. The project is an important part of the EU’s Lisbon Strategy to become "the world's most dynamic knowledge-based economy by 2010." Jacobs, Cordova & Associates wrote the concluding "Manual to reduce administrative burdens" that provides tools for finding solutions to reduce administrative burdens in Europe.

| European Network on Better Regulation |
European Network for Better Regulation is a pan-European network of 21 partner institutions, which aims at improving and disseminating the current knowledge on regulatory processes as well as the degree and mode of implementation of impact assessment procedures in EU member states. The ENBR was awarded funding by the European Commission under the Sixth Framework Programme (FP6) for the period 2006-2008 Jacobs, Cordova & Associates worked with a consortium of European regulatory experts, under a European Commission project, to develop a Europe-wide database on RIA practices, as part of the 6th Framework Programme, Citizens & Governance in a Knowledge-based Society. Scott Jacobs served on the ENBR Steering Committee and assisted in the development of the indicators to be contained in the Database on Impact Assessment Development in European Member states (DIADEM). | Belgium - RIA Training |
Jacobs, Cordova & Associates held a series of RIA training courses and RIA workshops for the Health and Consumer Protection DG of the European Commission These intensive training course introduced participants to the principles, concepts, and practices of IA, using examples and mini-cases from the EU and around the world and included targeted workshops on such topics as RIA data collection. JC&A also prepared a supplementary RIA manual for DG SANCO to supplement the Commission’s 2005 RIA Guidance.

| Ireland's Forfás Project - Assessment of Trade-Related Administrative Burden |
On behalf of Forfás, Ireland's national policy and advisory board for enterprise and trade, Jacobs, Cordova & Associates carried out a study of import and export related requirements that businesses in Ireland are subject to. The study focused on identifying and quantifying the administrative and substantive costs of regulatory requirements that businesses in Ireland face. The results from the study will be used to assess the feasibility of initiating a Single Window system for Ireland, where traders can lodge information with a single body to fulfill all import or export related regulatory requirements.

| Global Applied RIA Training Course |
We lead the world’s most popular applied RIA training course. Since 2006, we have presented, twice a year, the world’s most popular 5-day training course on RIA jointly (from 2006 to 2009 with the College of Europe in Bruges and from 2010 with LUISS Guido Carli University and the LUISS School of Government, and the Centre for European Policy Studies (CEPS)). Over 5 years, this course has trained almost 400 people from every part of the world. This course has been based on extensive evaluation by participants, revised, and evaluated again each time the course is offered. Over 90% of our RIA course participants have said they would recommend the course to their colleagues, and several countries have sent participants to multiple courses. Our Applied RIA Course uses interactive methods to present RIA “in the kitchen,” as it is actually done by regulatory officials under cost, data, and time constraints, while preserving the quality of the analysis. Jacobs, Cordova & Associates assisted the OECD in conducting the national review of regulatory reform in Italy done as part of the influential OECD program on regulatory reform. We prepared the OECD synthesis report that developed the analysis and recommendations for improving regulatory practices in Italy. UK - Training Course on Legal and Regulatory Reform to Enhance Private Sector Development
|
This intensive course was part of the UK DFID Private Sector Development Retreat 2008. Its objective was to present and discuss different approaches and tools for regulatory reform to PSD Advisors in DFID. In addition to regulatory management topics, the course dealt with competition issues, corporate governance, dispute resolution, and judicial reform initiatives.
